Proposal 3 (committee) - Match Start Times (Rule 2.1) - PASSED
Current wording:
All matches are to commence by 8 pm on Tuesdays and 7.30 pm on Sundays unless otherwise instructed or previously agreed.
Suggested wording:
All league matches are to commence by 8pm on Tuesdays, unless otherwise instructed or previously agreed. All-day competitions are held on Sundays, with start times set by the tournament organiser and variable by event.

Proposal 4 (committee) - Availability of League Rules (Rule 8.1) - PASSED
Current wording:
A copy of these league rules and current official playing rules (International Rules) shall be made available for all matches by the home team. (Now available via the foregoing links for anyone to view)
Suggested wording:
The league rules, current official playing rules, and accompanying Referees Guidance are available online via the league website/app for anyone to view.

Proposal 5 (committee) - Time Rule (Rule 1.3) - WITHDRAWN
Current wording:
Should a team captain state that they wish use the time rule, it must be applied. If a team refuses to use the time rule on the other teams request at the start of the match they forfeit the break for the rest of the match. If neither team makes such a request, it will be assumed that the captains choose not to play the time rule from the start of the match, the rule cannot then be invoked at any other time during the match, unless both captains agree. Except in finals of any team cup competition where the minute rule will apply (If one team wants the minute rule, it will be enforced. The home team will ref the games as normal and the away team will be the timekeeper. If the opposition refuses this request they will also forfeit all chances to break for the entirety of the match. The team wanting to use the minute rule will also now become the timekeepers if that is the home team in question.)
Suggested wording:
The Weston Pool League does not play the time rule. This is due to playing across multiple different venues, many of which are not suitable for a per-shot time limit — for example, having to wait for a player on a neighbouring table to play their shot, navigating people standing around the table, and staff or other customers walking across the line of a shot.

Proposal 6 (committee) - Referees (Rule 4.1) - WITHDRAWN
Current wording:
Each team will supply a referee (home team to be 1st ref, away team to be 2nd ref (i.e. timekeeper).
Suggested wording:
Members of the home team will act as referee for the match. In cup semi-finals and finals, which are played at a neutral venue, the referee will alternate frame-by-frame between a member of each of the two competing teams.

Where any matter before the Committee concerns a Committee member's own team, or a player registered to their team, that Committee member shall not take part in any vote or final decision on that matter.

Proposal 8 (committee) - Disputed Referee Decisions (Rule 4.2) - PASSED
Current wording:
In the event of a dispute, the referee shall consult the playing rules before making a decision. If an agreement cannot be reached, the referee's original decision shall stand and the frame shall continue. The two team captains shall make a report in writing to the secretary. On receipt of such a report, the league committee shall rule on the correct course of action.
Suggested wording:
In the event of a dispute, the referee shall consult the playing rules and, if necessary, the accompanying Referees Guidance document before confirming the decision. The referee's decision, once confirmed, is final and the frame shall continue accordingly.
If a captain wishes to raise the matter further, a report may still be made in writing to the secretary within seven days, in line with the Protests and Appeals procedure. Any such report will be used for the purposes of helping to identify any recurring patterns of behaviour by a player, team, or referee, or rules being consistently misapplied. It will not be used to overturn a frame or match result that has already been played out, except where the Committee finds clear evidence of misconduct, in which case the Committee's powers under the Misconduct section of this Constitution continue to apply.

Current wording puts the committee in a position to re-referee a game which undermines the role of the referee, also includes no reference to the referees guidance which explains some of the more subjective rules
Proposal 9 (committee) - Safeguarding statement and Team Captain minimum age - PASSED
Change to rule 3.3:
Team captains must be aged 18 or over — see the Safeguarding Statement for their responsibilities regarding supervision of players under 18.
Suggested new section:
SAFEGUARDING
It is the responsibility of each team captain to ensure that any player under 18 is supervised by a parent, guardian, or a nominated responsible adult (aged 18 or over) while at a League venue. This may be the captain themselves, or another adult they designate for that purpose. By registering a team, and by fielding any player under 18 in a match, the team captain is deemed to have accepted this responsibility. This is separate from, and does not affect, the venue's own duty of care and licensing responsibilities regarding who it admits (see Rule 3.3).
Any concern about the welfare or safety of a young or vulnerable player should be reported in writing to the League Secretary (secretary@westonpoolleague.org). The committee will take such action as is reasonable and appropriate in the circumstances, which may include raising it with the venue concerned or notifying the relevant authorities.

Proposal 10 (committee) – Repeat winners in Cat 2 - PASSED
Current wording:
Once a player has won more than once in any Cat 2 singles or doubles competition, they will in future have to compete in the Cat 1 singles and doubles competitions.
Suggested wording:
Repeated winners of the Cat 2 singles or doubles competitions may at the discretion of the committee be required to compete in the Cat 1 versions of these competitions for a period of up to 2 years

Current wording sets no limits and is too broad so is not reliably enforced

The Committee will be made up of the following; Chairman, League Secretary, Treasurer, plus 4 others whose jobs may be delegated by the chair. Term of office to be 3 years each except general committee members who will be elected / re-elected annually. At the discretion of the Chairman, more committee members may be added.
Suggested wording:
The Committee will be made up of the following: Chairman, League Secretary, Treasurer, plus such additional general committee members as the Committee deems necessary, whose jobs may be delegated by the Chair. Term of office to be 3 years each for the Chairman, League Secretary, and Treasurer on an alternate basis. General committee members will be elected / re-elected annually.
